Performs highly advanced policy administration and managerial work in the areas of workforce development, child development, economic development and housing. Work involves specialized knowledge of state government, strategic planning, analytical monitoring, budgeting and corporate administration. Works closely with the Executive Director and department administrators on the day-to-day operation of the organization. Works under minimal direction with extensive latitude for the use of initiative and independent judgment.
EXAMPLES OF WORK PERFORMED
Provides counsel and advice to the Executive Director regarding agency operations;
Manages the day to day operations of the organization, particularly in the absence of the Executive Director; Monitors and reports to the Executive Director the adherence to Board Ends Policies; Provides counsel and information to business community and other partnerships; Provides information and counsel to the general public in English and Spanish regarding Board activities and responsibilities; Must comfortably navigate through challenging human resource as well as financial issues.
MINIMUM QUALIFICATIONS
Experience and Education: Bachelor’s degree (Master’s preferred) Business Administration, Public Administration, or closely related field. Bilingualism (English/Spanish) is preferred. Five years of experience in senior management with two years of experience within the public workforce system required.
Knowledge, Skills, and Abilities
Knowledge of local, state and federal laws and regulations in the areas of workforce development, child care, economic development and housing, as well as the principles and practices of public administration and management.
Must have the ability to direct and organize program activities; to establish program goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to direct the development of agency policies and procedures; to prepare concise reports; to make presentations and testify at hearings; and to plan, assign, and/or supervise work of others. Must be willing to travel.

May be required to be certified, registered, or licensed in a specialty area.
